A Tennessee city has a lower "irrigation season" sewer service rate. By ordinance, it should apply "through the November bill". While there is no state law covering this, the city interprets it as "through the bill having a November Due Date". In the private sector, it could mean "through the statement where Bill Date is in November" or "covering the November service period". Are there any guidelines on how the terms like "<month_name> bill" should be interpreted by CPAs managing government's finances?
