SOX law working?

I am new to accounting and was reading up on the SOX federal law. Does anyone have an opinion on its success? Is it working well to combat unethical activity?

In my opinion, some aspects of the law are working while others seem to be overkill for independent accounting firms and their clients. Sox now forces CEO's and CFO's to take a new level of accountability for their financial results by signing off on the statements. This part of the law is effective because CEO's cannot pretend like they did not know what was going on fraud is going on, they must commit to understanding and signing off on their own financial reporting.
