USA Payment tracking software

Looking for a web-based system that allows accounts to be established for students, funds to be loaded periodically to their account, and then track payments subsequently made on their behalf. Prefer open source solution. What kind of keywords/search terms would best describe a system like this?

Many names come to my mind, like, GNUCash, Invoice Ninja, InvoicePlane, OpenSourceBilling.
And BambooInvoice.

You can check every one of them. I wouldn't be able to tell you which one to use as I have not used most of them.
