UK Paid Semi-Monthly for Bi-Weekly hours

Hi All. Is this legal? My employer pays everyone on the 16th and 30th of each month. But, we are paid for two weeks work. This has resulted in PAYE being behind. We are currently 14 weeks behind on our pay. (Because every year we are paid 24 payments, but there are 26 fortnights in a year). A lot of the staff are on minimum wage, and this has now been going on for over three years. So all those staff of minimum wage, have effectively been paid less than minimum wage each tax year. Is paying this was with such a delay legal?
