Negative Retained Earnings and Dividends

Hope you all are keeping well.

Question:
If a company has negative retained earnings due to accumulated losses, but last year was a profitable year. Can the company issue dividends based on the last years profit. What does IFRS says about it?

Any help will be much appreciated.
