Negative Earnings & Positive Cashflow

I am working on a project which gives financial plan for the upcoming 15 periods of time. For the duration of 15 years the project has negative or "around zero" earnings but has very high positive cashflow due to depriciations. Could you advise me about how this left over cash can be split up among the owners and investors?

One method is to return the cash based on the pro-rata share that everyone contributed to the project. But also there should be a project agreement that all owners and investors agreed to at inception. See if you can find that.as it should specify this issue.
