GAAP Standard for non-inventory Goods Receipt

Can someone highlight for me the GAAP standard when receiving a non-inventory item? Our system is supposedly GAAP compliant, but we are having an internal debate about whether this receipt should generate a Journal Entry to demonstrate ownership. It works this way for inventory items, but not for non-inventory items. Any information on this topic would be greatly appreciated.
