Capitalising Work In Pogress

I have a client who is constructing this 5 storey building. In the year under audit, the first 3 floors were completed and in use whiles work is still on the last 2 floors. I will like to know if i can capitalize the part of the building in use or i should wait till the entire building is completed before capitalizing.
