I started some side hustle in January 2018. But didn't report it on my self assessment for tax year 2017/2018. Can I draft an 18-month income statement report from 01 January 2018 to 05 April 2019 and report the profit to HMRC as for the tax year 2018/2019?

Simple answer to that is No. If you do it that way then HMRC will see that you started in 2017/18 and will want a return for that fiscal year. Given that you are already late filing the 2017/18, the penalty will be over £1,000!
