Canada Are Speech Therapy courses considered "Therapy"? (for GST/HST and Insurance claims)

I am an owner of a Speech Therapy Company in Canada wanting to create speech therapy courses (eg. online instructional videos with handouts, etc) that parents can buy so they can :

a) follow along with the courses so they can implement the speech therapy strategies with their child WITHOUT the need for a speech therapist

b) follow along with the courses so they can implement the speech therapy strategies with their child WITH the need for a speech therapist, but at a REDUCED amount --> HYBRID: course with supplemental 1-on-1 time with speech therapist

Question:

1. Do we have to charge GST/HST for these courses? Does it matter if it's option a) or b) above?
2. Will private insurance companies (extended health benefits) cover these courses? Does it matter if it's option a) or b) above?

You really need to contact the appropriate licensing jurisdictions of your profession in the United States to see if your courses are approved for health insurance coverage, income tax deductibility, professional liability coverage for your business entity, etc. It may require you being licensed in the US.
