USA 2018 W2 with $0 in Box 1, but $3,000 in Box 18 - tip income

I received a W-2 from my employer's payroll service, Paycor. I worked as a part-time waitress and received tips, which I kept track of. However, there aren't ANY amounts in any boxes on the W2 other than LOCAL Income (Box 18) and LOCAL tax withheld (Box 19). (Small city in Ohio) The amounts report in those boxes are correct. But why aren't they reported in Box 1? How do I report this income on my Federal return if there isn't anything in Box 1 to report? Also how to report it on my State return?
