USA 1099-G delayed payment from 2020 but paid in 2021. $10,200 exclusion?

I was due Unemployment Ins money in 2020 which would give me a $10,200 exclusion from Fed taxes. However i had several long appeals and finally got my money in 2021. So far 2021 doesn't have the exclusion, but since it was DUE ("earned") in 2020, can I still get the exclusion. Purpose of the Act was to exclude 2020 UI.
